Land Corps.
Every drop of water, every acre of soil, every kilowatt of power — held in trust for the citizens now living and the citizens to come.
By §3, the Corps holds the water Americans drink, the food they eat, the soil from which both come, and the power that runs the country. The country's base layer — energy, raw materials, watershed, harvest — flows at cost to every other Corps and at draw-right to every citizen. The productive basis is held as usufruct: no generation may exhaust the soil, water, biodiversity, or climate resilience the next inherits. The grid reserve-margin floor is constitutional; the thirty-percent ceiling on single-source foreign concentration in any critical input is a hard limit on a monotone-declining trajectory. The participant who refuses the food cartel's price has the harvest of the country's farms behind them.
