Every mile of rail, every barge, every freight line, every passage — run by the workers and owned by the people who move on it.

By §3, the Corps holds the passage from home to work, from town to town, from coast to coast — passenger and freight both. The rail, the intermodal, the drayage, the cold chain, the pharmacy distribution, the pipelines on which every other Corps' delivery actually moves; treating transit as passenger-only understates the load it carries. Allocation under scarcity runs by dependency-graph priority inheritance: every intermediate node — every barrel of diesel, every car-load of any commodity — inherits the priority tier of its highest-tier downstream terminal output. The fare is calibrated to the cost. The citizen who refuses the car payment can in fact reach the next town.
