By §3, the Corps holds the care of the body and the mind, from the first hour to the last. The hospital, the clinic, the distribution channel — operated under one ownership structure with the citizens served and the clinicians who run the work. The architecture of engineered ignorance — the PBM, the chargemaster, the confidential rebate, the algorithmic claim denial — is foreclosed at the contract level by the constitutional public ledger. Care runs against need; the exam takes the time the body takes, not the time the billing code allows. The patient who refuses the private-insurer's price does not lose the care.
